NOTICE TO THE PUBLIC OF OPEN APPLICATION PERIOD FOR RICHMOND AREA GROCERY RETAILERS INTERESTED IN ENROLLMENT IN THE VIRGINIA WIC PROGRAM. The Virginia WIC Program (Virginia Department of Health) will be accepting on-line applications through its Retail Store Management System (RSMS) from grocery retailers who have stores physically located in the following areas: City of Richmond, Chesterfield and Henrico counties. This open application period runs from May 1, 2007 to June 1, 2007. Stores must be authorized by the Food Stamp Program in order to apply for WIC Program authorization. Retailers that apply and are selected will be eligible to participate in the Program under the 2007- 2010 contract period. As of January 1, 2007, a new WIC Approved Food List will become effective (select here for the English version or here for the Spanish version).
In order for the WIC Program to reduce
its monthly food costs, while continuing to provide WIC benefits to the maximum number of
eligible participants, some rather significant program changes are being made, i.e., allowing
only store brand cold cereals, greater number of participants will be prescribed frozen
(single fruit flavor) juice, etc. You may contact the WIC Program, if you have specific

Farmers' Market Nutrition Program (FMNP): As of July 1, 2006, the Virginia WIC Program, in conjunction with the Department of Agriculture and Consumer Services, will begin its third pilot year of the Farmers Market Nutrition Program in seven (7) Virginia communities. To obtain a listing of the Farmers Market Sales locations and direct distributors that will be participating in this Program, please select the appropriate link, Arlington, Chesapeake, Fairfax, Hampton, Norfolk, Peninsula and Virginia Beach. FMNP will provide locally grown fresh fruits, vegetables and fresh cut herbs to pregnant, breastfeeding and post-partum women and children (2-5 years old), who are nutritionally at risk. Farmers that sign up for the Program will accept WIC food instruments (maximum $40.00 benefit level per family) in exchange for selling locally grown produce to eligible participants. The Farmers' Market Program runs July 1, 2006 until October 31, 2006.

This policy has been approved by the United States Department of Agriculture and became effective as of March 1, 2006. The violations listed in this document will correspond to the sanctions listed on any Compliance Transaction Buy report that is sent to a store re, when compliance investigations have been completed at it. Please share this schedule with your cashiers and store personnel so you can prevent possible WIC Program violations occurring at your store location.

They required all State Agencies to revise their peer group policies to comply with new Federal guidelines regarding the factors that may be considered. One factor is trade area (Business Economic Area). The other factor is the number of participants served.

Infant Formula Legislative Change:
Section 203(e)(8) of the Child Nutrition and WIC Reauthorization Act of 2004, P.L. 108-265, amends Section 17(h)(8)(A) of the CNA by requiring that each State agency to maintain a list of infant formula wholesalers, distributors, and retailers licensed in the State in accordance with State law (including regulation). The change in legislation requires WIC authorized retailers to only purchase infant formula from sources on the "Virginia WIC Program Wholesalers and Distributors Listing"
