Virginia's Early Childhood Investment: Creating a system for healthy, successful children.
The Early Childhood State Plan, completed December 2005, provides a blueprint and plan of action to be utilized by state, local and community agencies to provide a family-centered, coordinated, prevention-oriented, and funded system of services to support the health and development of young children birth to five years of age. Throughout 2004-05, over 100 public and private partners collaborated to articulate the following goals and to devise a plan to reach them:

What follows are links to both the condensed and the complete versions of the Virginia Early Childhood State Plan. Each plan is framed by the four goals of infrastructure, integrated systems of care, family and public engagement, and evaluation and finance.
The condensed version serves as an overview for each goal, outlining the objectives and strategies developed by the work groups throughout the planning period. It does not contain activities for each strategy.
The complete version of the plan is broken down by lettered headings which correspond to objectives in the plan. Each objective contains detailed strategies and activities developed by the VECCS workgroups, incorporating evidence based research and practice, for service delivery for each of the four goals.
